AMENDED PETITION FOR GRAND JURY
COMES NOW, Petitioner, Oklahomans for Children’s Rights, requesting this court
impanel a grand jury for the purpose of investigating crimes against children and their families.
These crimes have been committed by employees of the departments of Oklahoma responsible
for the protection of our children in collusion with private entities and multidisciplinary agencies.
This request comes by petition pursuant to 38 OK Stat § 101(2023). On August 29th
, the
Oklahoma House Committee on Criminal Justice and Corrections held a hearing to discuss these
crimes and heard evidence of dozens of children in Oklahoma being intentionally failed by these
agencies. The Committee voted as a majority and the Honorable Chairman Justin Humphrey sent
a request to the OSBI to investigate on behalf of these children. Oklahomans for Children’s
Rights requests the same scope of investigation as the order of the Oklahoma House Committee
on Criminal Justice and Corrections. See Exhibit 1
The following individuals, their co-workers, and their staff members have worked in collusion
with each other to commit these crimes:

d. Deputy Director Amy Whitson
2. Oklahoma Commission on Children and Youth

4. Collins, Zorn, and Wagner, PLLC
a. W.R. Moon Jr.
b. Wellon B. Poe
JURISDICTION AND VENUE
1. The matters alleged herein pertain to the employees who work in centralized offices
that reside in Oklahoma County, but their actions cause crimes against victims
throughout the state.
2. The improper actions of the employees of these agencies were committed, enabled, or
allowed by administrative staff in Oklahoma County.
3. The Court in this county has the authority to impanel a grand jury for this purpose.
4. Team members of Oklahomans for Children’s Rights reside in this county of filing.
5. Many Oklahoma County children (and their families) are the victims of these crimes.
ALLEGATIONS
1. Oklahoma Human Services (Formerly OKDHS) administrative staff have failed to
report the abuse of children.
2. Employees of the Oklahoma Human Services department have falsified, changed,
destroyed, and withheld documents that will show crimes against Oklahoma children.
3. Employees of the Oklahoma Human Services department have intentionally
committed fraud and perjury in all levels of Oklahoma courts to cover up crimes
against children.
4. Administration at the Oklahoma Commission on Children and Youth has collected
evidence of crimes against children and withheld that knowledge in order to protect
criminals within the OHS department.
5. The Oklahoma Commission on Children and Youth has collected public dollars to
organize the multi-disciplinary teams required to give abused children the
professional help they need for protection and recovery. But, the Oklahoma
Commission on Children and Youth does not provide the structure required to
provide abused children the services they need in each district.
6. The Oklahoma Commission on Children and Youth has collected public dollars to
provide Post Adjudication Review Boards to oversee children who have been
separated from their families. But, the Oklahoma Commission on Children and Youth
does not provide the services mandated by law.
7. The administration at the Oklahoma State Bureau of Investigation has violated the
Constitution of Oklahoma, conspired with publicly elected officials, and obstructed
appropriately requested investigations of law enforcement and a legislative body that
would bring justice to abused children and vulnerable adults in Oklahoma.
8. The Oklahoma Human Services administrative staff have failed to protect children
from abuse.
9. Oklahoma Human Services administrative staff have seized, garnished, and/or
ordered child support or financial support without the proper court documents or
authority.
10. Employees of Collins, Zorn, and Wagner, PLLC have engaged in conspiracy and
collusion with the Oklahoma Human Services department to input fraud and perjury
into numerous local and state courts. These acts of fraud and perjury have been used
to cover up crimes against children for their personal gain. These employees have
threatened and harassed victims and witnesses while billing tax payers for their
actions.
CONCLUSION AND PRAYER
WHEREFORE, the above premises considered, Petitioner prays the Court will approve
the following petition allowing the signature collection to impanel a grand jury. The grand jury
will be impaneled for the purposes of investigating and indicting the administrative staff and
their employees of these agencies who have willfully and knowingly committed crimes against
children. Crimes which have deprived these victims of their rights to protection, healing, and due
process in the courts of law.

OKLAHOMA COUNTY GRAND JURY PETITION
This is a petition to impanel a Grand Jury to investigate the following individuals for removal
from office and/or indictment for crimes committed against children and their families. The
detailed allegations are public documents, filed in the District Court of Oklahoma County as GJ-
2024-2. Allegations include:
1. Former OKDHS Director, Deborah Shropshire: WILLFUL NEGLECT OF DUTY, GROSS
PARITIALITY IN OFFICE, FRAUD, PERJURY, UNLAWFUL DISTRUCTION OF
DOCUMENTS, OBSTRUCTION OF JUSTICE AND FAILURE TO REPORT CRIMES
AGAINST CHILDREN.
2. Current OHS Director, Jeff Cartmell: WILLFUL NEGLECT OF DUTY, OBSTRUCTION OF
JUSTICE and FAILURE TO REPORT CRIMES AGAINST CHILDREN.
3. Amy Whitson: WILLFULL NEGLECT OF DUTY, FALSE REPORTING, FAILURE TO
REPORT CRIMES AGAINST CHILREN, FRAUD, DISTRUCTION OF DOCUMENTS, and
CONSPIRING TO COVER UP CRIMES AGAINST CHILDREN.
4. Current Legal Counsel OHS John Langford and David Hammons: WILLFUL NEGLECT OF
DUTY, FRAUD, PERJURY and FAILURE TO REPORT CRIMES AGAINST CHILDREN.
5. Oklahoma Commission on Children and Youth Director, Annette Jacobi: FAILURE TO
REPORT CRIMES AGAINST CHILDREN, CONSPIRING TO COVER UP CRIMES
AGAINST CHILREN, PUBLIC CORRUPTION, and WILLFUL MALADMINISTRATION.
6. Oklahoma State Bureau of Investigation Director, Aungela Spurlock: OBSTRUCTION OF AN
INVESTIGATION, VIOLATION OF OATH OF OFFICE, WILLFULL
MALADMINISTRATION, and WILLFULL NEGLECT OF DUTY.
7. W.R. Moon, Jr. and Wellon B. Poe: FRAUD, PERJURY, FAILURE TO REPORT CRIMES
